Does Project Based Learning Help Foster Communities of Learners in Small US High Schools?

Based BIE's survey of project based learning (PBL) and high school reform, this paper shows that PBL is a hallmark practice of schools that have been most successful in realizing systemic reform efforts. PBL should be studied as a contributing factor to the development of learning communities and an instructional approach that is in service of a variety of progressive reforms.
