The Invisible Hand

One of the five Essential PBE units. Students, as policy group members in the U.S. Department of Energy, are asked by the Secretary for help in planning how to implement gasoline price control legislation that was passed by Congress. As they explain to their boss how price controls affect a free market, the policy group must balance the needs of various groups of consumers in U.S. society with the need to provide incentives to suppliers.
