A Government for Xlandia

Students, as a United Nations Task Force, are asked to provide the new leaders of a nation that has just overthrown a dictator with good advice on how to create a constitutional democracy. As representatives of seven nations with varying experience in democratic government, students consider parliamentary vs. presidential systems, federalism, the balance of power among the three branches, and the need to create the conditions that sustain democracy.
